Financial supervisors have started preparing for a market where artificial intelligence agents do the trading. In early July, at the European Central Bank's annual forum in Sintra, Bank of England Deputy Governor Sarah Breeden warned that increasingly capable AI agents could amplify market volatility if they react in the same way to the same shock, to the point of turning a routine stress episode into something larger.
The response the British central bank is studying has two parts. On one side, “enhanced recovery” arrangements that would allow one institution to take over another's core functions during a disruption. On the other, market-wide circuit breakers or “kill switches” capable of halting trading if faulty AI models cause correlated failures.
The figure that gives the warning its context: according to a Cambridge Centre for Alternative Finance survey cited by Breeden, 52% of finance firms already operate AI systems capable of acting on their own. This is not a hypothetical risk a decade away, but a technology already sitting on trading desks.
Why does correlation worry regulators so much? Classic algorithmic trading has been in the markets for decades, but it relies on deterministic rules each firm designs on its own: human strategies executed faster. Today's AI agents, by contrast, tend to be built on a handful of large shared models. If many firms lean on similar models fed with similar data, their reactions to the same signal can look too much alike: synchronised selling that amplifies a fall instead of cushioning it.
What does this mean for the ordinary saver? Three ideas, calmly.
First: supervisors moving now is good news, not a red flag. Studying circuit breakers before there is a fire is exactly what we ask of them.
Second: faster, sharper volatility episodes are a plausible scenario in more automated markets. Long-term investors do not need to predict them, but knowing they exist helps avoid heat-of-the-moment decisions on the day they arrive.
Third: the usual principles do not expire with AI; if anything, they appreciate: a clear time horizon, diversification, and never turning a headline into a sell order. The tools change speed; the fundamentals do not.
